He observed that while decades of insurgent violence had systematically crippled public life and education in the tribal belt, the current turnaround is the direct outcome of a well-calibrated security-cum-development strategy.<\/p>\n\n\n\n<p>Sai paid rich tributes to the security personnel who laid down their lives in anti-Naxal operations. He commended the Central Armed Police Forces (CAPF), Chhattisgarh Police, and specialised district units for risking their lives to restore administrative control in erstwhile conflict zones.<\/p>\n\n\n\n<p>According to the Chief Minister, the Centre, under the leadership of Prime Minister Narendra Modi, instituted a coordinated framework combining precision counter-insurgency operations with saturation welfare. He added that periodic reviews chaired by Union Home Minister Amit Shah significantly enhanced inter-state operational synergy, filled critical resource gaps, and accelerated tactical offensive operations.<\/p>\n\n\n\n<p>A time-bound blueprint for the complete elimination of Naxalism was formalised following a high-level meeting of Directors General of Police (DGPs) from Naxal-affected states held in Raipur on 24 August 2024. Following this baseline strategy, security deployments and infrastructural rollouts were launched simultaneously. Sai noted that he personally monitored the operational theatre through frequent field visits to interior forward pockets of Bastar.<\/p>\n\n\n\n<p>Focusing on the rehabilitation framework, Sai described the state&#8217;s surrender policy as an essential pillar for sustainable peace. The administration provides immediate financial assistance, land allotments, vocational skill development training, and micro-entrepreneurship handholding to mainstream surrendered insurgents.<\/p>\n\n\n\n<p>The state government has now institutionalised long-term development via the &#8216;Bastar Roadmap 2.0&#8217; to elevate the region into a front-ranking tribal administrative division. Under the ongoing &#8216;Niyad Nella Naar 2.0&#8217; and &#8216;Bastar Munne Abhiyan&#8217; initiatives, 31 core welfare schemes and 14 community utilities are being executed in saturation mode across 5,542 villages, covering a target population of over 39 lakh.<\/p>\n\n\n\n<p>Furthermore, strategic security camps are being converted into multi-utility civic delivery hubs designated as &#8216;Shaheed Gundadhur Seva Deras&#8217;. These centres allow citizens in deep forest terrains to access state services, banking networks, and livelihood support under a single roof.<\/p>\n\n\n\n<p>On the public health front, more than 34 lakh tribal residents have undergone medical screenings under the Chief Minister\u2019s Healthy Bastar Campaign, with individual digital health profiles generated to streamline secondary healthcare access. The basic &#8216;Niyad Nella Naar&#8217; model has successfully institutionalised 43 individual and community welfare benefits across 525 villages located within a 10-kilometre radius of security camps, successfully restoring public confidence in state machinery.<\/p>\n\n\n\n<p>Detailing grassroots saturation parameters, the Chief Minister stated that ration cards have been distributed to 6.79 lakh families, Jan Dhan accounts opened for 17 lakh individuals, and Ayushman Bharat health insurance covers extended to 22 lakh beneficiaries. Additionally, 1.18 lakh tribals have received individual forest rights certificates, while 3.89 lakh farmers stand covered under the Kisan Credit Card (KCC) scheme.<\/p>\n\n\n\n<p>Addressing housing and education, Sai informed the House that 1.76 lakh houses have been sanctioned under the Pradhan Mantri Awas Yojana (PMAY) in Bastar division, alongside an exclusive allocation of 15,000 houses for families displaced by Naxal violence and surrendered cadres.
