Piloted under the guidance of Chief Minister Vishnu Deo Sai, the landmark legislation aims to simplify business establishment procedures, slash unnecessary compliances, and create a faster, transparent, and investor-friendly ecosystem, particularly for Micro, Small, and Medium Enterprises (MSMEs).<\/p>\n\n\n\n<p>Under the new regulatory framework, industries and commercial establishments will be classified according to their size and risk profile. This classification will allow low-risk businesses to secure quicker clearances through self-certification or verification by licensed engineers, architects, and authorised professionals, replacing frequent departmental inspections. Technical scrutiny and physical inspections will remain mandatory only for high-risk projects.<\/p>\n\n\n\n<p>The legislation also abolishes mandatory annual licence renewals, easing the compliance burden and allowing entrepreneurs to focus on business operations. Additionally, MSMEs can now obtain water supply permissions through self-declaration, benefit from time-bound registration of societies and firms, and secure building approvals through self-certification.<\/p>\n\n\n\n<p>To prevent bureaucratic delays, eligible applications pending beyond the prescribed timeline will receive deemed approval through an auto-approval mechanism. High-risk projects, however, will continue to undergo rigorous technical evaluations and regular inspections.<\/p>\n\n\n\n<p>The Bill initially brings 43 services offered by eight state departments under the risk-based approval framework, with provisions to include more services in the future upon approval by the Executive Council.
