Raipur, Aug 05: <\/strong>The Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai, approved a series of policy decisions on Wednesday to boost digital governance, industrial growth, infrastructure, financial management, and power sector reforms across the state.<\/p>\n\n\n\n

The Cabinet cleared the launch of the Chhattisgarh State Artificial Intelligence (AI) Mission, a five-year initiative with an outlay of \u20b9500 crore. The mission aims to promote good governance, technological innovation, skill development, and the digital economy. Under the programme, the state will establish 100 AI Data Labs and five Centres of Excellence, support over 300 AI startups, provide AI training to six lakh students and 1.5 lakh government employees, and roll out more than 50 AI-enabled government services. Aligned with the Union Government’s IndiaAI Mission, the initiative seeks to position Chhattisgarh as a technology-driven digital state.<\/p>\n\n\n\n

In a major industrial push, the Cabinet approved the allotment of land at a concessional rate to Bharat Earth Movers Limited (BEML), a Government of India Miniratna public sector undertaking, to set up the state’s first heavy earth-moving equipment manufacturing plant. The project is expected to attract large-scale investment, generate employment for local youth, strengthen MSMEs, and establish Chhattisgarh as a heavy machinery manufacturing hub.<\/p>\n\n\n\n

The Cabinet also approved the first phase of the Works and Account Management Information System (WAMIS) for the Public Works Department. Developed by C-DAC, Pune, the integrated digital platform will manage work sanctions, e-estimates, e-procurement, electronic measurement books, bill payments, accounting, and quality monitoring. Initially being implemented in the Public Works Department, the system will later be expanded to other infrastructure departments to improve transparency, accountability, and real-time project monitoring.<\/p>\n\n\n\n

The Council of Ministers approved key amendments to the Mukhyamantri Gram Sadak evam Vikas Yojana guidelines, removing the mandatory requirement of completing earthwork under MGNREGA prior to road construction and doing away with compulsory provisions for cement concrete roads and drains in village lanes. The revised guidelines expand eligibility to all rural roads not covered under the Pradhan Mantri Gram Sadak Yojana or similar schemes. Funding will be sourced through NABARD loans, the Environment and Infrastructure Development Fund, and the Mineral Trust Fund, with a state-level high-powered committee overseeing implementation.<\/p>\n\n\n\n

The Cabinet further cleared a Finance Department proposal to secure a \u20b915-crore grant from the Asian Development Bank (ADB) for the Anjor LIGHT (Linked Implementation & Guidance for Holistic Tracking) technical assistance project to support the implementation of Chhattisgarh Anjor Vision 2047. The three-year project, running from 1 December 2026 to 30 November 2029, focuses on strengthening public financial management, public-private partnerships, green finance, climate-resilient infrastructure, state-owned enterprises, and long-term investment planning. Being entirely grant-funded, the project will impose no financial burden on either the state or the Central government.<\/p>\n\n\n\n

To tighten financial governance, the Cabinet approved the State Single Nodal Agency (S-SNA) model for state-sponsored schemes. Under this framework, funds will be released directly to beneficiaries or vendors from a central mother account only on a requirement basis, replacing the current practice of maintaining multiple bank accounts. The reform aims to enhance transparency, enable real-time tracking, enforce financial discipline, reduce idle funds, prevent financial irregularities, and streamline cash management.<\/p>\n\n\n\n

In the power sector, the Cabinet permitted the Chhattisgarh State Power Generation Company Limited (CSPGCL) to raise up to \u20b9200 crore by issuing Non-Convertible Debentures (NCDs) or bonds to be listed on stock exchanges. The state government will guarantee the repayment of principal and interest while waiving the guarantee fee. The move is designed to open new avenues for resource mobilisation, attract institutional and public investment, and speed up power infrastructure expansion across the state.<\/p>\n","protected":false},"excerpt":{"rendered":"
