Under this setup, payments to beneficiaries and vendors will be executed directly through Zero Balance Subsidiary Accounts (ZBSA) on a &#8220;Just-in-Time&#8221; basis, ensuring money is disbursed only when an active payment obligation arises.<\/p>\n\n\n\n<p>Speaking on the Cabinet decision, Chief Minister Vishnu Deo Sai stated that the mechanism would maximize the utility of every allocated rupee, bring complete transparency, and enable real-time tracking of public expenditure.<\/p>\n\n\n\n<p>Modeled after the Central Single Nodal Agency system used for Centrally Sponsored Schemes, the S-SNA model routes funds directly from the State Treasury (e-Kosh) to the primary S-SNA account. Lower-tier implementing agencies at district, block, panchayat, and village levels will be assigned spending limits rather than parked cash balances. Every transaction will mandate a digital &#8220;Maker-Checker&#8221; audit trail to safeguard against unauthorized withdrawals and banking fraud.<\/p>\n\n\n\n<p>The state government highlighted that the reform directly targets unutilized capital, including approximately \u20b9530 crore currently parked in various departmental accounts and nearly \u20b9100 crore lying dormant in the Reserve Bank of India\u2019s Depositor Education and Awareness Fund (DEAF). All interest accrued from scheme funds under the new structure will be systematically remitted to the State&#8217;s Consolidated Fund.<\/p>\n\n\n\n<p>The rollout will proceed across six structured stages: scheme identification, Finance Department clearance, scheme code allocation, e-Kosh mapping, account opening, and treasury-to-vendor payment execution. Centrally Sponsored Schemes, Central Sector Schemes, and direct DDO payments under PFMS-SNA\/SPARSH will remain exempt from this state-level framework.
