Raipur, July 07: Chhattisgarh Chief Minister Vishnu Deo Sai has directed officials to develop a WhatsApp-based delivery system enabling farmers to directly access B-1 forms, Khasra maps, and loan books without visiting local administrative offices. Chairing a high-level review meeting of the Revenue and Disaster Management Department at Mahanadi Bhawan on Tuesday, the Chief Minister emphasized that governance reforms must transparently reach the last person in a time-bound manner.

Chief Minister Sai stated that the state government maintains an absolute zero-tolerance policy toward corruption, negligence, or procedural irregularities within the revenue administration. He instructed departmental heads to ensure citizens receive high-quality digital services, eliminating the need for recurrent visits to Tehsil or Patwari offices.

The high-level session reviewed the progress of the Digital Kisan Kitab alongside the comprehensive digitisation of provincial land records. To simplify local disputes, the Chief Minister instructed the department to authorize Gram Panchayats to process undisputed inheritance mutation cases directly at the village level.

Reviewing the state’s disaster relief protocols, the Chief Minister ordered a transition toward an online processing network for financial aid cases under Revenue Book Circular (RBC) 6-4. This proposed digital infrastructure will allow disaster victims to file claims online, making the compensation timeline shorter and fully verifiable. He further specified that land demarcation cases must be resolved within strict statutory timelines, backed by mandatory district-wise reviews of delayed files.

The meeting evaluated the implementation of project VASUNDHARA (Verified Accessible System for Unified Digital Land Records and Historical Archives). The digital framework will construct an integrated, tamper-proof archive of key revenue records across all district and tehsil offices, enabling the Nakal Shakha (document copy branch) to issue certified copies online within minutes.

On tribal land rights, the Chief Minister ordered land survey operations in unsurveyed pockets—specifically within the Abujhmad region—to be wrapped up within a fixed timeframe so indigenous residents can access state welfare schemes. He additionally reviewed progress on the SVAMITVA Yojana, Forest Rights Act (FRA) title mutations, and preparations for digital crop surveys ahead of the upcoming Kharif season.

The state is also exploring a Cyber Tehsil framework to enable centralized, automated handling of undisputed mutation and partition cases. Departmental officials reported that separate pilot projects for advanced map digitisation have commenced in Dhamtari, Ambikapur, and Jagdalpur, with full completion targeted by December 2026. To support the expanded digital operations, the Chief Minister directed the department to fast-track recruitment for vacant posts of Patwaris, Revenue Inspectors, and administrative clerks, while upgrading tehsil infrastructure and vehicle allocations for Tehsildars.

The review meeting was attended by Revenue Minister Tank Ram Verma, Chief Secretary Vikas Sheel, Principal Secretary to the Chief Minister Subodh Kumar Singh, and Revenue Department Secretary Shammi Abidi, along with other senior bureaucrats.
