Monthly PARAS review: CM mandates 100% farmer enrolment on AgriStack, speeds up flood relief

Raipur, Sep 29: Chhattisgarh chief minister Vishnu Deo Sai on Tuesday directed district collectors and department heads to complete 100 per cent registration of eligible farmers on the AgriStack portal within a fixed timeline to ensure seamless delivery of welfare schemes and transparent paddy procurement across the state.
Chairing a comprehensive state-level review meeting at Mahanadi Bhawan through the PARAS (Project Assessment, Review and Analysis System) portal, the chief minister warned that unnecessary administrative delays, procedural bottlenecks, or negligence in implementing public welfare schemes will not be tolerated under any circumstances.
Addressing district collectors through video conferencing, Sai clarified that AgriStack must not be viewed merely as a tool for paddy procurement. Instead, it serves as an essential foundational digital framework designed to enable farmers to access various government schemes and services directly, transparently, and within defined timeframes.
He instructed collectors to run special targeted campaigns across all districts to clear pending work related to AgriStack and the Digital Crop Survey (DCS) on priority. “Lessons must be learned from initial operational hurdles faced during the system’s rollout last year, and all preparations must be finalized well in advance this year,” Sai said.
The chief minister emphasized that strict accountability will be fixed if any genuine farmer is deprived of scheme benefits or faces difficulties selling paddy due to official negligence. Reviewing the district-wise progress of the Digital Crop Survey, he directed slow-performing districts to complete the work promptly and ordered administrative action against negligent personnel.
Reviewing the situation following recent heavy rainfall and flooding, the meeting was informed that over 500 villages across 17 districts have been affected, with the Bastar division suffering the most severe impact.
Sai directed collectors of the affected districts to immediately complete field surveys assessing loss of life, livestock, crops, foodgrains, and housing damage. He instructed officials to ensure financial assistance reaches eligible families without delay, emphasizing that the process from loss assessment to relief disbursement must be handled with utmost sensitivity and promptness.
The chief minister ordered officials to maintain fully functional relief and health camps, secure safe drinking water in flood-affected zones, and facilitate immediate coverage for eligible families under insurance schemes like the Pradhan Mantri Jeevan Jyoti Bima Yojana. He also directed collectors to send immediate repair estimates for flood-damaged roads, bridges, culverts, and public infrastructure to initiate reconstruction work.
Turning to clean energy initiatives, the chief minister reviewed the Pradhan Mantri Surya Ghar Muft Bijli Yojana and directed officials to accelerate its execution to make households self-reliant in energy. He called for increasing vendor networks, engaging ‘Solar Didis’, simplifying bank loan processing, and raising widespread public awareness regarding central and state subsidies.
On infrastructure, Sai reviewed pending road, bridge, and culvert construction works under the Public Works Department (PWD) and Pradhan Mantri Gram Sadak Yojana (PMGSY).
Under the Viksit Bharat G-RAM-G Yojana, Sai instructed officials to give top priority to establishing essential civic infrastructure in Gram Panchayats to strengthen the rural economy and improve civic amenities.
Emphasizing citizen-centric governance, the chief minister called for the swift and quality resolution of public grievances received through the Seva Setu portal and the CM Helpline.
Sai announced that state-level reviews of major schemes and infrastructure projects through the PARAS portal will now take place regularly on the last Tuesday of every month to enforce accountability, track ground-level impact, and ensure public welfare schemes do not remain restricted to paperwork and official statistics.
The high-level meeting was attended by chief secretary Vikas Sheel, additional chief secretary Richa Sharma, principal secretary to the CM Subodh Kumar Singh, secretary to the CM Mukesh Bansal, secretary to the CM Rahul Bhagat, school education secretary Dr Kamalpreet Singh, information and technology secretary Ankit Anand, revenue secretary Shammi Abidi, and other senior departmental officers.
