Negligence in public interest will not be tolerated: CM at Collectors’ Conference 2025

Raipur, (VW) Chief Minister Vishnu Deo Sai displayed strong administrative resolve at the Collectors’ Conference 2025, making it clear that “negligence in public interest will not be tolerated.” The conference, which began ahead of schedule, emphasized good governance, transparency, and the effective implementation of public welfare schemes. Chief Secretary Vikas Sheel, departmental secretaries, divisional commissioners, and district collectors were present.
The Chief Minister said that the ultimate goal of governance is to ensure that the benefits of state and central government flagship schemes reach the maximum number of people in a timely and transparent manner. He stressed that results should be visible on the ground, not just on paper, and directed all officers to maintain sensitivity toward the public.
Chief Minister Sai announced that paddy procurement will commence on November 15 and instructed collectors to complete all preparations on time. He stated that collectors will be held directly responsible for any irregularities. He ordered continuous monitoring of all procurement centres, particularly in sensitive areas, and directed in-charge secretaries to maintain close supervision. The Chief Minister added that an Integrated Command and Control Centre will enhance vigilance and ensure transparency, especially in interstate border districts to prevent illegal paddy movement. Special instructions were issued to ensure 100 per cent registration of farmers from Scheduled Tribes through special camps.
Reviewing the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, Chief Minister Sai said that no eligible farmer should be left out. He instructed commissioners to ensure timely benefit distribution and conduct regular reviews, particularly in Bastar and Surguja divisions.
In the review of the Energy Department, he directed that the Pradhan Mantri Suryaghar Free Electricity Scheme should reach the maximum number of beneficiaries. He directed that bank finance in rural areas be made easily available so that no eligible family is deprived of the scheme’s benefits.
Chief Minister Sai reiterated that quality healthcare is the state government’s top priority. He instructed that 100 per cent institutional deliveries be ensured and vaccination status be verified through field checks. He ordered compulsory maternal death audits in every case to frame preventive strategies. He also directed that Nutrition Rehabilitation Centres (NRC) function effectively and that the nutrition of mothers and children be closely monitored.
The Chief Minister further instructed wellness centres to organize awareness campaigns on non-communicable diseases (NCDs) and placed special emphasis on malaria eradication in Bastar division. “Identify malaria hotspots and launch focused campaigns to make Chhattisgarh malaria-free,” he said. He also directed officials to complete the registration of all eligible senior citizens under the Pradhan Mantri Vaya Vandana Yojana on priority.
Reviewing the Education Department, Chief Minister Sai underscored the goals of achieving zero dropouts and 100 per cent Gross Enrolment Ratio (GER). He insisted that teaching materials should be used actively in classrooms, not left on shelves. Commending Bijapur district for teaching in the Gondi language through the Shikshadoot initiative, he encouraged other districts to adopt similar local innovations to strengthen learning through cultural integration.
He directed that all students be registered by the firm deadline of December 31 through Aadhaar-based APAR IDs (Automated Permanent Academic Account Registry) to ensure digital transparency and effective benefit distribution. Under this system, students will receive uniforms, books, and scholarships directly.
Chief Minister Vishnu Deo Sai announced the launch of the Chief Minister’s Quality Education Campaign, which will include social auditing and a performance-based grading system for schools. He urged districts to prepare concrete plans to improve Class 10 and 12 board examination results and to replicate successful models from high-performing districts across the state.
With a focus on discipline, accountability, and results-driven administration, the Chief Minister’s firm message at the conference underscored his government’s commitment to ensuring that every scheme truly reaches the people of Chhattisgarh.
