Governance must be citizen-centric, proactive: CM Vishnu Deo Sai

Bemetara, Chhattisgarh Chief Minister Vishnu Deo Sai on Sunday chaired a divisional-level review meeting at the District Panchayat Auditorium in Bemetara, where he asserted that the true measure of governance lies in its sensitivity, accountability, and commitment towards citizens. He directed officials to ensure prompt and effective resolution of public grievances so that people are not forced to make repeated visits to government offices.
The Chief Minister stated that the state government’s objective is to ensure that the benefits of all welfare schemes reach the last person in society. He emphasised the need for an administration that is proactive, result-oriented, and citizen-centric.
The meeting was attended by Collectors, Superintendents of Police (SPs), and senior administrative officials from Bemetara, Durg, Rajnandgaon, Kabirdham, and Khairagarh-Chhuikhadan-Gandai districts. Development projects, welfare programmes, law and order, and administrative performance were reviewed in detail, while officials from other districts joined via video conferencing.
Chief Minister Sai directed officials to treat public service as their highest priority and ensure time-bound disposal of every complaint. He stated that sensitivity towards citizens is the soul of the administrative system, adding that resolving public issues is both an official duty and a moral responsibility.
The Chief Minister stated that the state government is developing the Chief Minister Helpline as a strong, effective, and reliable platform for grievance redressal. He said complaints received through the helpline would be monitored at the highest level to ensure accountability.
He added that the helpline would serve as a powerful bridge between the administration and the public, ensuring that government services reach the last beneficiary without obstacles.
During the review meeting, Chief Minister Sai accorded special priority to revenue-related matters and directed officials to launch a special campaign to dispose of cases pending beyond the prescribed time limit, particularly those pending for more than one year.
He said that matters such as mutation, partition, land demarcation, and correction of land records are directly linked to citizens’ rights, and negligence would not be tolerated. He directed strict action against patwaris and concerned personnel found responsible for errors in revenue records or deliberate irregularities.
The Chief Minister said that the ‘Sushasan Tihar’ organised across the state has strengthened communication between the government and citizens. He instructed officials to ensure the effective resolution of every application received during the programme.
Reviewing the drinking water situation in view of the summer season, he directed all districts to ensure adequate and regular water supply. He also stressed the need for the Health Department to make preparations to tackle seasonal diseases during the upcoming monsoon period by ensuring the availability of medicines and medical teams.
Referring to the appeal made by Prime Minister Narendra Modi, the Chief Minister highlighted the importance of the judicious use of diesel and petrol. He clarified that there is sufficient fuel in the state and there is no shortage, directing officials to take strict action against individuals spreading rumours regarding fuel scarcity.
Reviewing preparations for the upcoming Kharif season, he sought detailed information regarding the availability, storage, and distribution of fertilisers and seeds. Considering the limited availability of diammonium phosphate (DAP) fertiliser, he emphasised raising awareness among farmers about alternative options like single superphosphate (SSP), urea, nano urea, and nano DAP.
During a review of initiatives related to women’s empowerment, the Chief Minister directed officials to increase the number of “Drone Didis” across the state by providing modern technical training and financial support to enhance self-reliance.
The meeting also reviewed the implementation of the Pradhan Mantri Awas Yojana, Pradhan Mantri Gram Sadak Yojana, Pradhan Mantri Surya Ghar Muft Bijli Yojana, Ayushman Bharat Yojana, Jal Jeevan Mission, and Bihan Yojana.
Chief Minister Sai said that greater efforts should be made to maximise the number of beneficiaries under the Pradhan Mantri Surya Ghar Yojana to promote energy self-reliance. On the Ayushman Bharat Yojana, he emphasised that issuing health cards alone is not sufficient and that eligible citizens must receive quality healthcare in practice.
The Chief Minister stressed the need for concrete measures to improve the quality of education by enhancing learning outcomes and encouraging innovative teaching methods in schools.
He also reviewed road safety measures, policing arrangements, and the implementation of the three new criminal laws enacted in the country, directing officials to strengthen law and order further.
Concluding the meeting, Chief Minister Sai called upon all departments to work with better coordination and clear goals.
