CM Sai directs police to instill fear in criminals, safety in citizens

Strict directives issued on law and order, drug control, cybercrime and road safety
Raipur, Chhattisgarh Chief Minister Vishnu Deo Sai on Monday instructed police and administrative officials to build an image that instils fear of the law among criminals and a strong sense of security among common citizens. Addressing the Collector-SP Conference held at the Secretariat (Mahanadi Bhawan), he issued strict directives on law and order, drug control, cybercrime prevention, and road safety, terming negligence as “administrative apathy.” The conference, which saw extensive discussion on crucial state issues, was attended by Home Minister Vijay Sharma, Chief Secretary Vikas Sheel, Additional Chief Secretary Manoj Pingua, and several senior state officials.
Zero-tolerance on crime and drugs
Chief Minister Sai stressed that strong coordination between the District Collectors and Superintendents of Police is crucial for maintaining peace in the districts. He ordered officials to adopt a zero-tolerance policy towards serious crimes, including street violence, stabbings, and murder. The Chief Minister also directed close monitoring of sensitive matters such as cow smuggling and religious conversions. He advised districts to use the successful strategies of well-performing regions as models for improvement.
Calling drug abuse a root cause of crime, CM Sai ordered an aggressive, state-wide campaign against the illegal drug trade under the NCORD framework. He directed special attention to border districts to curb smuggling and mandated prompt action under the NDPS Act. The Chief Minister also emphasised launching extensive public awareness campaigns to educate the youth about the harmful effects of narcotics.
STF formed, focus on road safety
Chief Minister Sai announced that a Special Task Force (STF) has been constituted to identify and act against infiltrators. He ordered intensive investigations in border regions and instructed quick response to suspicious activities, cautioning that “delays in action often escalate smaller crimes into bigger ones.”
Reiterating his government’s commitment to rehabilitating surrendered Maoists, he said that skill development and livelihood opportunities must be provided to ensure they can integrate into mainstream society and lead respectable lives.
Road safety featured prominently, with the Chief Minister mandating strict measures to prevent accidents. These measures include enforcing the use of helmets and seat belts, identifying accident-prone “black spots,” and strictly curbing drunk driving. Furthermore, he instructed officials to prohibit DJs or loudspeakers after 10 p.m. and take necessary action to reduce accidents caused by stray animals on roads.
Tackling cybercrime and accountability
Terming cybercrime one of the most complex modern threats, CM Sai called for continuous technical training for police personnel and better inter-departmental coordination. He directed that awareness campaigns be launched across all districts, with the cyber helpline number publicised widely in collaboration with the Public Relations Department.
Concluding his address, the Chief Minister affirmed that transparency, accountability, and team spirit form the foundation of “Developed Chhattisgarh.” He urged officers to perform their duties with honesty and sensitivity, stating that the success of government schemes depends equally on the integrity of officers and the policy itself.
