Chhattisgarh Cabinet approves ₹26,200 crore paddy guarantee, major department mergers

Raipur, The Chhattisgarh State Cabinet, chaired by Chief Minister Vishnu Deo Sai, approved several key decisions on Thursday, focusing on strengthening procurement systems, administrative efficiency, and advancing housing and sports infrastructure.
To ensure the smooth procurement of paddy at the support price for the upcoming Kharif marketing year 2025–26, the Cabinet approved a total government guarantee of ₹26,200 crore. This includes the revalidation of a previously sanctioned ₹15,000 crore guarantee for banks and financial institutions, along with an additional ₹11,200 crore for the state marketing federation to ensure uninterrupted operations.
In a major administrative reform aimed at promoting “Minimum Government, Maximum Governance,” the cabinet approved two departmental mergers. The Public Enterprises Department will be merged with the Commerce and Industry Department. The Twenty Point Implementation Department will be integrated into the Planning, Economics and Statistics Department.
The Council of Ministers also approved the continuation of procurement of pulses and oilseeds under the Price Support Scheme (PSS) for both Kharif and Rabi marketing seasons, similar to the previous year. Under the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA), crops like arhar, moong, urad, groundnut, and soybean are procured in Kharif, while gram, mustard, and lentils are purchased during Rabi at the support price, ensuring better returns for farmers.
The Cabinet introduced changes to the eligibility provisions within state-promoted housing schemes, including the Deendayal Awas Yojana and Atal Awas Yojana. Unsold EWS (Economically Weaker Section) and LIG (Lower Income Group) houses may now be offered to beneficiaries of any income group after three rounds of sales advertisements. However, such buyers will not be entitled to government grants, which remain restricted to eligible income groups.
The Cabinet also permitted the bulk sale of more than one unsold unit to an individual or institution (government, semi-government, or private) after three advertisements, provided these buyers do not seek any government subsidy.
In an important decision for sports, the cabinet approved the long-term leasing of the Shaheed Veer Narayan Singh International Cricket Stadium in Nava Raipur to the Chhattisgarh State Cricket Association. This agreement aims to facilitate full-scale management, nurture emerging cricket talent through advanced training facilities, and pave the way for hosting more national and international cricket events.
The Cabinet asserted that these decisions will collectively strengthen agricultural support systems, enhance administrative efficiency, broaden housing accessibility, and promote sports development in Chhattisgarh.
